My IHOP is only doing the free scary face pancakes on Halloween. Their website only shows it to be the 30th in small print.
Rodney, I noticed that in the fine print, too. But the graphic says, “now through Oct. 30th” and they also shared it on the IHOP Facebook page last week. I definitely suggest calling your local restaurant before making a special trip, since it looks like participation may vary by store.
